You're right. You've done all you can do, and I don't blame you for not examing the cat earlier, as it is so normal that people would panic when they saw the cat. The first thing came to people's mind would be to move the cat, just like what happened to you, instead of being calm and examing it. Someone who loves cat or who is just nice took the cat to the vet. I know it. People in Taipei are maybe cruel, but we still have great people just like you. I am so sorry to hear this. You’re right.
